Parent-School Committees

Each school has a School Site Council and an English Language Advisory Committee. The formation and processes of these groups are outlined in California education code.

The members of a School Site Council represent the composition of school’s pupil population and ensures each group (staff members and parents) are represented equally. SSCs are typically 6-10 members, depending on the size of the school. The primary purpose of a school site council is to partner with the principal in the annual process of developing the School Plan for Student Achievement (or SPSA or "site plan." for short).

The SPSA shall be reviewed annually and updated, including proposed expenditure of funds allocated to the school through the ConApp and the local control and accountability plan (LCAP). The SPSAs are reviewed and approved by the MVWSD Board of Trustees.

School Site Council Meeting Requirements

Any meeting held by the SSC are open to the public. Notice of the meeting shall be posted at school and on the school's website at least 72 hours before the time set for the meeting. The notice shall specify the date, time, and location of the meeting and contain an agenda describing each item of business to be discussed or acted on.

School Site Council Records

SSC records, materials, and supporting documents are retained for a period of three years.

English Learner Advisory Committee

An English Learner Advisory Committee (ELAC) is a school-level committee comprised of parents, staff, and community members designated to advise school officials on English learner programs and services. Each ELAC shall have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC).

ELAC's tasks

* Advising the principal and staff in the development of a site plan for English learners and submitting the plan to the School Site Council for consideration of inclusion in the School Plan for Student Achievement.

* Assisting in the development of the schoolwide needs assessment.

* Ways to make parents aware of the importance of regular school attendance.

Group composition

Parents or guardians of English learners shall constitute at least the same percentage of the ELAC membership as their children represent of the student body. The parents or guardians of English learners shall elect the parent members of ELAC.
