Board meeting review: Health and Wellness, Afterschool programs, Castro Update, Bond/ Parcel Tax Oversight, Resolutions: Military and Mental Health, Staff Housing and more

SEL learningHealth and Wellness: Mental Health Continuum. After a year of review, the Health and Wellness department recommends and the Board discussed a new Social Emotional Learning (SEL) curriculum for use by counselors and teachers with support of counselors next year.

The H&W department also has studied the role of school counselors, new this year, and is making recommendations for how to further support students’ mental health needs next year and beyond. These efforts include: hiring a mental health specialist and seeking a contracted mental health specialist; forging agreements with universities to provide access to counseling fieldwork students; seeking reimbursement for mental health services through California's Children and Youth Behavioral Health Initiative  (CYBHI); and building a referral stream to local mental health clinics, where trainee therapists see clients at minimal cost to the families.  Read more here.

MVWSD+MVWSD+ Expanded Learning Program Plan and Contract. The Board approved a contract with the YMCA of Silicon Valley to provide a portion of student care and programming in MVWSD+, the District’s afterschool and school break program provided for free to qualifying students. MVWSD+ will be offered in collaboration with the YMCA and Beyond the Bell (BTB) next year, in addition to the Y’s parent-paid after school programs at our elementary schools. Read more here.

castro schoolReimagining Castro Update: Staff presented an update on the progress made this year to support students at Castro. Moving forward, the school and district will refine the plan’s Year 1 actions, and continue to focus on core academic instruction. In addition, a half-time assistant principal will be added to campus next year to allow the principal to focus more closely on instructional leadership.  Read more here.

Federal Funding Discussion.  While MVWSD is a community-funded district and therefore somewhat shielded from direct federal funding reductions, we are not immune to the effects these cuts may create. The district currently receives approximately $2 million annually in federal funds across Title I, II, III, IV, and Child Nutrition programs. While funding for this year and next is expected to remain stable, there is growing concern that substantial reductions could begin in 2026–27. Read more here.

Bond Oversight Committee Report 2024-2025.  The Board received the report from the group of residents whose main charge is to inform the public of how their bond dollars are spent. Read more here.

Parcel Tax Oversight Committee.  The Board received the Parcel Tax Oversight Committee Report for 2024-2025. The independent group of residents reported that parcel tax proceeds have been spent for their authorized purposes only.   Read more here.

Establishing Measure B and Measure AA Parcel Tax Oversight Committee.  As required for voter-approved school funding measures, MVWSD facilitates the creation of tax measure  oversight committees to ensure funds are spent for the purposes approved by the voters. The Board approved the creation of one joint parcel tax oversight committee responsible for both Measure B (parcel tax approved in 2017, $2.8 million annually) and Measure AA (parcel tax approved by voters in 2024, $5.4 million annually). Read more here.

Resolution Recognizing Military Appreciation Month.  The Board passed a resolution recognizing the importance of honoring the service of our military service members, past and present, and their families.  Read more here

Resolution Recognizing May Mental Health Awareness Month.  The Board passed a resolution to bring awareness to and support of individuals who are experiencing mental health needs or are or recovering from mental illness.  Read more here.

Temporary Delegation of Contract Authority for Summer Operations.  The Board approved a temporary delegation of contract authority to the Superintendent in the summer, when the Board doesn’t meet frequently. This will ensure continuity of essential district operations during the summer allowing the Superintendent to approve certain contracts that support critical operations and instructional programs.  Read more here.

staff housingStaff Housing Project.  The new staff housing community’s pioneer residents have endured construction and access inconveniences in February, March and April, including difficulties with unavailable, shared community amenities and recreational facilities. The Board approved the implementation of a one-time credit to tenants for these inconveniences. Read more here.
