Enrollment Priorities Task Force

The Enrollment Priorities Task Force's charge was to develop an enrollment process that supports Board priorities and school boundaries to be enacted in 2019-20 when the new school, Jose Antonio Vargas Elementary on N. Whisman Rd. opens. Enrollment priorities are the policies that determine how students are assigned to schools within boundaries.

In June 2018 after the task force group's work, the Board approved enrollment priorities that determine which students, according to the set boundaries, will attend which schools in August 2019. 

Highlights of the new priorities effective August 2019:
* Students in grades K-4 in 2019-20 will attend their assigned neighborhood school, including the new Jose Antonio Vargas Elementary for students in the Slater, Whisman, and Wagon Wheel neighborhoods.
* Fifth-graders in 2019-20 who are currently attending a school other than their assigned neighborhood school may complete their final year at their current school for the 2019-20 school year only. Siblings of these fifth-graders may attend their older siblings' school for this one year only.
* Currently enrolled Mistral and Stevenson students are not affected.
* Students who are new to the district and are fifth-graders in 2019-2020 whose neighborhood school is the new Jose Antonio Vargas Elementary will attend Theuerkauf Elementary School.
* Families may apply to transfer their children to under-enrolled schools with at least 25 percent excess capacity.
* Other transfer requests may be approved under special circumstances such as Title IX civil rights and special education placement for special day classes at designated school sites.

The task force met monthly. It began its work by reviewing priorities, studying the data and reviewing Board direction. The task force is made up of parents, staff members and community members. Every residential area of the District is represented.

Observers are welcome, but the task force is closed to new members. 

The group's charge is to:
• provide recommendations on how to streamline the enrollment priorities administrative regulation
• look at best practices in enrollment that could help mitigate the impact of future growth
• consider and comment on grandfathering options to help enact the new boundaries

Timeline
October-December:  Task Force convenes, reviews enrollment best practices and focus group data, begins developing ideas regarding deliverables

January- March:  Task Force continues to develop ideas, creating enrollment priority deliverables

March:  Focus groups reconvene, provides input regarding EPTF enrollment priority deliverables

April:  Present deliverables to Board of Trustees for feedback and direction

May and June: Board of Trustees to review the data that they need to make a decision and deliberate grandfathering in open session. The Board will consider data, options and grandfathering at its meetings on May 3, 17, and 31.

May and June: The EPTF will continue to refine the enrollment priorities at their meeting on May 22, with the goal of them providing their recommended enrollment priorities on June 14.

2017-18 EPTF Monthly Meetings:
Tuesdays at 6:30 pm - 8:00 pm, typically in Conference Room D on the Stevenson Elementary campus, 1400 Montecito Ave.
